SE "Information and Computing Center of the Ministry of Social Policy of Ukraine" continues the research and industrial exploitation of the Unified Information System of the Social Sphere.

The unified information system of the social sphere is a complex system designed to automate all directions of social support by all institutions of the social sphere within a unified information environment and technological platform.

Kostyantyn Koshelenko, Deputy Minister of Social Policy of Ukraine for Digital Development, Digital Transformations and Digitalization reminded that the research and industrial operation of the Unified Information System of the Social Sphere continues and commented on the interim results.

"Implementation of UISSS for convenient provision and receipt of social services continues. Employees of the social protection of the population are currently working both in the old systems and in the new UISSS to receive applications for assistance in order to successfully pass the period of experimental and industrial exploitation and in the further use of the new system. 2,014 users and 140 administrators have already been connected to UISSS", Kostyantyn Koshelenko said.

The UISSS will provide an opportunity for every citizen who needs social support to quickly receive any kind of help through the front office in the territorial community and Center for the provision of administrative services, or through the electronic services of the Diya Portal.

The basis of the UISSS is the Unified Social Register (USR), which contains information about everyone who is entitled to, receives or once received any type of state social support.

SE "IOC of the Ministry of Social Policy of Ukraine" is doing everything possible for the high-quality implementation of the Unified Information System of the Social Sphere.

In accordance with the charter of the state enterprise "Information and Computer Center of the Ministry of Social Policy of Ukraine" (additionally - the Enterprise is a state enterprise engaged in economic (commercial) activities, available in the development and implementation of applied software products,providing services for the production of data using the applied software, etc. On performance of respective business contracts (in particular, but not implemented with the Ministry of Social Policy of Ukraine, the Pension Fund of Ukraine, as customers under such contracts), the Enterprise develops software which customers use for execution/implementation of tasks assigned to it by the legislation of Ukraine which requires collection/processing of certain information/personal data (using such software).

It should be noted that in this case the Enterprise is not the owner and/or manager of this information/personal data, and therefore has no legal basis for providing it. We would like to draw your attention that according to Part 2 of Article 5 of the Law of Ukraine "On Protection of Personal Data", personal data other than non-personal data are data with limited access.

In Part 2 of Art. 20 of the Law of Ukraine "On Information", any information is open, except for the one classified by law as restricted compared to the provisions of Article 21 "On Information" is confidential information with limited access, secret and proprietary information.
