Rivne region is one of the first to introduce digital solutions in the social sphere
On November 22, 2022, a working trip took place led by the Deputy Minister of Social Policy of Ukraine for Digital Development, Digital Transformations and Digitalization Kostiantyn Koshelenko, Director of the State Enterprise "ICC of the Ministry of Social Policy of Ukraine" Tetiana Khomosh and representatives of the Ministry of Social Policy, State Enterprise "ICC of the Ministry of Social Policy of Ukraine" and LLC Medirent to Rivne in order to check the state of implementation of the Unified Information System of the Social Sphere (hereinafter - UISSS) in the Rivne region.
As part of the trip, a working meeting was held in the Rivne Regional Military Administration on the results of the implementation of the UISSS, where the following issues were discussed:
centralized assignment, accrual and payment of assistance for the residence of IDPs;
the state of digitization and implementation of the first six benefits in UISSS (aid to low-income families, aid for children of single mothers, aid for persons with disabilities and children with disabilities, aid for children under custody or care, aid for the adoption of a child, aid for a person, who takes care of a sick child).
Kostyantyn Koshelenko, Deputy Minister of Social Policy of Ukraine, emphasized the importance of digitalization of the social sphere, which ensures the implementation of UISSS.
"The digitalization of the social sphere continues on the scale of the entire country. It will ensure better interaction between the state and citizens, increase the security of personal data and speed up the provision of services, as well as remove bureaucratic obstacles. The Unified Information System of the Social Sphere is the foundation of digitalization, which ensures the transition from regional orientation to the extraterritorial principle. Currently, we have centralized the appointment, calculation and payment of housing allowances for internally displaced persons. Thanks to this, you can quickly change an invalid place of residence in the IDP certificate, correct erroneous data, find out and eliminate the reason for the delay in payments, or deregister as an IDP in any regional social security office. After beta testing, this feature will also be available online in Diia. Also, by the end of the year, we will digitize and implement 6 aids in UISSS. Three of them will be able to apply online on the Diia portal - this is help with the adoption of a child, help for a person who takes care of a sick child, and state social assistance for persons with disabilities from childhood and children with disabilities", Kostiantyn Koshelenko noted.
Also, during the working trip, a meeting was held with employees of the administration of social protection of the population of the Rivne District State Administration and the Rivne City Council.
"We must make maximum efforts to ensure effective digitalization of social services, especially in the conditions of war in Ukraine. The state enterprise is ready to provide all the necessary support to the administration of social protection of the population. Digitalization of social services will not only make life easier for our citizens who need help, but will also help employees of social protection agencies." - said Tetiana Khomosh at the meeting.

In accordance with the charter of the state enterprise "Information and Computer Center of the Ministry of Social Policy of Ukraine" (additionally - the Enterprise is a state enterprise engaged in economic (commercial) activities, available in the development and implementation of applied software products,providing services for the production of data using the applied software, etc. On performance of respective business contracts (in particular, but not implemented with the Ministry of Social Policy of Ukraine, the Pension Fund of Ukraine, as customers under such contracts), the Enterprise develops software which customers use for execution/implementation of tasks assigned to it by the legislation of Ukraine which requires collection/processing of certain information/personal data (using such software).
